Triangle Greenways Council Board Meeting Minutes

April 2002

 

The Board of Directors of Triangle Greenways Council met for its regular monthly meeting in the offices of Triangle J Council of Governments on April 25, 2002. The president, Barb Oslund, was not able to attend. The vice-president, Bill Bussey, presided. Other Board members in attendance were Paul Embler, Wendy Olson, Bill Hamilton, and Dan Jewell. Larkin Kirkman also attended.

It was announced that Allen, Dean, Jeff, Sig, Robert, Barb, and Leslie had given notice of the inability to attend.

A motion to approve the minutes with a spelling correction was passed.

National Trails Day: Projects for NTD were discussed for Lake Wheeler, Walkable Hillsborough Day, Durham on Phase D, and the American Tobacco Trail. Wendy suggested that COG bring its recent trails map to the next meeting. Dan and Bill Bussey will contact Bob Bacon to make this request.

State Adopt-a-Trail Grants: Report was made that Barb wrote Darrell McBane on April 8, 2002. It is expected that this letter clears up any deficiency in reports from the Council to the State.

Bill reported on the need for groups to express to the Corps a desire for more trails at Jordan. He has made contacts with regard to Weaver Creek, communicating with Michael Hosey, staff biologist. There was discussion of the need for a memorandum of agreement with the Corps about the Weaver Creek Trail, and the expectation that an incorporated representative may be needed. The Chatham Trails Committee is not incorporated.

After the March 28, 2002, meeting of the Board the Council found that no one was present who could lock the building. Bill Bussey was able to contact Bob Bacon, a member of the staff of TJCOG, who drove in from his home to secure the building. The Board resolved to appropriate $25.00 for a gift certificate as an expression of appreciation and requested that the president purchase a gift certificate from Southern Seasons and convey this to Bob Bacon with the thanks of the Board for his courtesy to the Triangle Greenways Council.

Larkin gave both Bill and Jeff information about Jason B. Greene (1-800-877-5678, ext.1618), who had made inquiry about ways to volunteer with greenways.

Items from last month’s meeting that were carried over were again not taken up this month due to the absence of the president.

It was announced that Barb was to meet with the Umstead Coalition this week.

The Treasurer’s Report was received and Jeff was thanked.

Committee Reports:

No report on Circle the Triangle.

Dan has not set up a meeting on Jordan Lake. He will follow through tomorrow.

Paul and Lorraine have not met but Paul showed maps of projections for trails in Smithfield. One million dollars is recommended. One stretch of trail is three miles without an intersection with a road. A plan has gone to Tim Norman at the state. The Bicycle Committee has endorsed it. It must stand on the docket for one year.

Paul reported that Darrell McBane has put out a Statement of Qualification for the Mountains-to-the-Sea Trail from Falls to the coast at $30,000 and has had no takers.

Membership: No report.

Land Trust: Dan reported that the committee continues to look at a Duke Forest-Eno River connector. Bill Flournoy has sent letters out about land on Walnut Creek. There is work on a connector on Walnut Creek from 440 to the Neuse. There has been another contact.

Other reports:

Wendy spoke of attention on Morgan Creek and Bolin Creek. Bill attended a meeting on Bolin this week. Brian Beatty and possibly Pam Hemminger are attending a meeting of Friends of Bolin Creek tonight.

Paul: Orange and Durham have bought 370 acres on Little River. There is almost one mile on the Little River. One commissioner wants to introduce camping. There was discussion of hiring a superintendent.

Bill reported on various schedules for the ATT phases.

Paul: The Cary White Oak is ready to go to bid, not all the way to the ATT .

There was discussion of subdivisions and the possibility of requesting developers to put in rights of way for trails.

Paul called attention to a very active trails program in Rocky Mount, where there is a 230 foot bridge over the Tar.

The meeting adjourned at 8:25 p.m.
